I assume that is a country letter. Here we have P for provisional; but I prefer to think of it as Practising.
Veronica - This actually means "Amateur". Otherwise it would have been an Austrian reg car. There is a small F on the left on the number plate, for France. This particular driver certainly needs some "Practising"! ;-)
